Union Minister of Jal Shakti Shri Gajendra Singh Shekhawat, Union Minister of Housing and Urban Affairs & Petroleum and Natural Gas Shri Hardeep Singh Puri, Minister of State for Housing and Urban Affairs Shri Kaushal Kishore and Minister of State for Jal shakti, Shri Bishwesar Tudu.Prime Minister in his independence speech on 15th August, 2021 from the ramparts of Red Fort had said %u201cWe now have to move ahead with the goal of achieving saturation of schemes, and, for this, we do not have to keep The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, today approved thecontinuation of Swachh Bharat Mission (Urban) till 2025-26, with focus on sustainability of Open Defecation Free (ODF) outcomes, achieving scientific processing of Solid Waste in all cities, and managing Wastewater in cities with less than 1 lakh With efforts of Swachh Bharat Mission-Urban (SBM-U), all cities have started practising scientific disposal of the Municipal Solid Waste (MSW). As a result, till date scientific processing of MSW has increased from 18% in 2014 to 70% at present. Details of quantity of treated and untreated waste in urban areas of the country is at Annexure. Under SBM-U, Govt. of India provides Additional Central Assistance (ACA) for creating infrastructure for management of solid waste addressing inter-alia, processing of municipal a distant deadline%u201d. In pursuance of the Prime Minister%u2019s vision, the schemes, with an outlay of about %u20b94.4 Lakh Crore, will adopt %u2018Universal Approach%u2019 and make a move towards %u2018Saturation%u2019 in sanitation and water availability in all Urban Local Bodies (ULBs).SWACHH BHARAT MISSIONURBAN 2.0The announcement for the launch of SBM was made by Hon%u2019ble Prime Minister on 15th August 2014, with the Mission being formally launched on 2nd October 2014. The objectives of the Mission were-Eradication of open defecation in all statutory towns; 100% scientific management of municipal solid waste in all statutory towns; and effecting behaviour change through Jan Andolan.President Droupadi Murmu on Thursday presented the Swachh Survekshan Awards at a ceremony organised by the Ministry of Housing and Urban Affairs in the national capital. The awards, which recognise the cleanliness efforts of cities across the country, mark the culmination of the world%u2019s largest cleanliness survey for the year 2024, with participation from state governments, urban local bodies and over 14 crore citizens.In her address, the President underscored the cultural and spiritual significance of cleanliness in Indian society. %u201cCleanliness has been a part of our way of life since ancient times. From our homes to places of worship, maintaining hygiene has always been seen as a virtue,%u201d she said, adding that Mahatma Gandhi%u2019s ideals of cleanliness continue to inspire the Swachh Bharat Mission.She drew attention to the enduring relevance of traditional practices in addressing modern challenges of waste management. %u201cThe principles of reduce, reuse, and recycle %u2013 now recognised globally as pillars of a circular economy %u2013 are deeply embedded in our traditional lifestyles,%u201d she noted.Underscoring the need for proper waste segregation, President Murmu emphasised that source segregation remains the first and most crucial step in the waste management value chain. Zerowaste colonies, she said, are setting commendable examples of responsible urban living.The President also lauded the School Level Assessment initiative, which aims to instil cleanliness as a core value among students. Such early interventions, she said, could have long-term benefits in shaping responsible citizens.%u201cThe goal of the %u2018Swachh Bharat Mission Urban 2.0%u2019 is to make a garbage - free city, a city completely free of garbage.%u201dShri Narendra Modi,Prime Minister of Indiapopulation in Census 2011 [cities not covered under Atal Mission for Rejuvenation and Urban Transformation (AMRUT)].Financial Outlay under SBMUrban 2.0:A financial outlay of %u20b91,41,600 crores has been finalized for SBM-U 2.0, including central share of %u20b936,465 for the period 2021-22 to 2025-26 which is over 2.5 times the financial outlay of %u20b962,009 crores in the last phase of the Mission.Swachh Bharat Mission-Urban 2.0: Key FeaturesOver the next 5 years, the focus of SBM-U 2.0, launched on 1st October 2021 by Hon%u2019ble Prime Minister, will be on sustaining the sanitation and solid waste management outcomes achieved and accelerating the momentum generated, thus achieving the Mission%u2019s vision of a %u201cGarbage Free%u201d Urban India.The implementation of the Mission components will be done in a structured and time-bound manner, with thorough gap analysis of required infrastructure, detailed 5-year action plans, and annual action plans with timelines. The Mission will be completely paperless, digital, leveraging digital technology for complete transparency and accountability through GIS-mapped waste management infrastructure, robust user interface, online grievance redressal system, end-to-end online monitoring of projects starting from project creation to fund release, and project progress monitoring on integrated GISbased platform.Enablers such as outcome-based fund release, greater funding support for smaller ULBs and convergence with 15th FC grants for added funding support, structured implementation plan for each component, robust capacity building, communication and advocacy for sustainable behavior change, intensified thrust on private sector participation, and extensive industry collaboration will help in achieving the Mission%u2019s objectives within the scheduled timelines.solid waste, management of construction & demolition waste and bio-remediation of all legacy dumpsites.
