Budget 2021: Swachh Bharat Mission 2.0 Will Focus on Faecal Sludge Management, says Finance Minister Nirmala Sitharaman; allocates Rs 1.41 lakh crore for swachhata for 5 yearsBudget 2023-24: Rs 10,000 crore for 500 compressed biogas plants; Finance Minister pitches for 100% switch to mechanised sewer cleaning in all cities and townsBudget 2025-26: Cities are positioned as growth hubs through the new %u20b91 lakh crore Urban Challenge Fund (UCF)Announcing Budget 2021, Finance Minister Nirmala Sitharaman said that starting this year, the government intends to focus on complete faecal sludge management and wastewater treatment as a part of Swachh Bharat Abhiyan.With one of the pillars of the budget focusing on health and well-being, Finance Minister Nirmala Sitharaman today (February 1) highlighted the importance of having access to clean water and sanitation along with a cleaner environment. Unveiling Swachh Bharat 2.0, Ms Sitharaman stressed on further strengthening of the %u2018swachhata%u2019 (cleanliness) campaign of urban India and allocated the budget of Rs 1.41 lakh crore, which will Finance Minister Nirmala Sitharaman announced 500 new %u2018waste to wealth%u2019 plants under Galvanizing Organic BioAgro Resources Dhan scheme (GOBARdhan) in the Union Budget 2023 on February 1, 2023. The plants will promote a circular economy in the country, she said. %u201cThese will include 200 compressed biogas (CBG) plants %u2014 75 in urban areas %u2014 and 300 community or cluster-based plants at a total investment of Rs 10,000 crore,%u201d Sitharaman said.The FM announced in her speech:In due course, a 5 per cent CBG mandate will be introduced for all organisations marketing natural and biogas. For a collection of biomass and distribution of biomanure, Union Minister of Finance and Corporate Affairs, Smt. Nirmala Sitharaman, while presenting the Budget 2025-2026 in the Parliament today said that the Government will set up an Urban Challenge Fund of ` 1 lakh crore to implement the proposals for %u2018Cities as Growth Hubs%u2019, %u2018Creative Redevelopment of Cities%u2019 and %u2018Water and Sanitation%u2019 announced in the July Budget.She further added this fund will finance up to 25 per cent of the cost of bankable projects with a stipulation that at least 50 per cent of the cost is funded from bonds, bank loans, and PPPs. An allocation of ` 10,000 crore is proposed for 2025-26.be implemented over five years from 2021. She said,%u201cThe government intends to focus on complete faecal sludge management and wastewater treatment, source segregation of garbage, reduction in singleuse plastic. Reduction in air pollution, especially waste from construction and demolition, and bio-remediation of dumpsites.%u201dappropriate fiscal support will be provided.The new GOBARdhan scheme is an upgrade and an expansion of the old one of the same name, launched in 2018 by the Department of Drinking Water and Sanitation. However, this scheme limited itself to cluster or communitylevel biogas plants, for instance, for Anganwadis or farms.The Budget has proposed that a National Geospatial Mission will be started to develop foundational geospatial infrastructure and data. Using PM Gati Shakti, this Mission will facilitate modernization of land records, urban planning, and design of infrastructure projects.Smt. Sitharaman said that the Government has been giving priority to assisting urban poor and vulnerable groups. Reviewing the power sector, PM Modi stressed the need to accelerate rooftop solar adoption in urban areas and public institutions through a missionmode approach. On connectivity projects, he said the Vadhavan Port project should serve as a model for integrated multi-modal logistics development.On Swachh Bharat MissionUrban 2.0, the Prime Minister emphasised outcome-oriented implementation and directed states to expedite the completion of waste processing and GOBARdhan plants.
