26The new SWM Rules have been notified and will come into force from 1st April 2026. The new rules bring in various aspects that will require MoHUA to work relentlessly with States/UTs & ULBs to prepare them and build capacities so as to effectively implement the provisions of the rules, some of the areas includes:New Solid Waste Management(SWM) RulesFour stream segregation of Solid Waste at sourceClear responsibilities of Bulk Waste Generators (BWGs) and their management, through Extended Bulk Waste Generator Responsibility (EBWGR)Enabling mechanism for levying environmental compensation for violations based on Polluter Pays PrincipleMandate for use of Refuse Derived Fuel in industrial unitsFee based operation of sanitary landfills for unprocessed waste and C&D wasteStandards for composting, compressed biogas plants / bio-digestor and measures for prevention of dumpsite fires includedUser fee on all including regulation of tourist inflow by local bodies based on available waste management facilities etc.Registration and monitoring of entire SWM chain on centralized portalClear mandates and duties for Ministries, Depts., CPCB/SPCB/PCC and Urban Local Bodies
