Khattar, engaged with the leadership of Central Public Sector Units to discuss the adoption of Cleanliness Target Units (CTUs).
As the Swachh Bharat Mission marks its 10th anniversary, this year’s Swachhata Hi Seva (SHS) 2024 campaign embraces the theme ‘Swabhav Swachhata – Sanskaar Swachhata’. The campaign was nationally rolled out at a mega event in Jhunjhunu, Rajasthan, in presence of the Chief Guest, Vice President Shri Jagdeep Dhankar, Union Minister of Housing and Urban Affairs, Shri M.L. Khattar, Minister, Social Justice & Empowerment, Rajasthan, Shri Avinash Gehlot and other dignitaries.
As the iconic Swachh Bharat Mission marks its decade, crores of Indians will collectively get down on roads, lanes and public places in their vicinity for 15 days of Shramdaan for cleanliness starting from 17th Sept., 2024. States, citizens, urban local bodies, gram panchayats, and districts appear in full gear for mobilizing and facilitating citizens for this purpose. In target are specially identified spots of dirt, filth and garbage to be thoroughly cleaned up besides other locations.
MoHUA has approved proposals worth ₹ 860.35 Cr for West Bengal under SBM-U 2.0. During the first phase of SBM-U (2014-19) a total fund of ₹ 911.34 Cr was allocated to West Bengal which has been increased by 1.5 times to ₹ 1449.30 Cr in SBM-U 2.0 (2021-26).
Ministry of Housing and Urban Affairs (MoHUA) launches the 3rd quarter (Q3) of 9th edition of Swachh Survekshan 2024. The 3rd phase of the survey will centre on evaluating the entire value chain of waste management at Bulk Waste Generators (BWGs). The comprehensive Swachh Survekshan comprises of assessment in 4 quarters. The first two include telephonic feedback from citizens on various parameters of city cleanliness, the third quarter focuses on assessment of processing facilities.
Recognizing the critical importance of proactive measures to mitigate health risks associated with monsoon, the Swachh Bharat Mission-Urban 2.0 under the aegis of the Ministry of Housing and Urban Affairs (MoHUA), introduces the Safai Apnao, Bimaari Bhagao (SABB) (1st July to 31st Aug., 2024) initiative. This initiative seeks to enhance the preparedness of Urban Local Bodies, ensuring they are well-equipped to handle the challenges posed by heavy rainfall and heightened health risks during the months of June to August.
The President of India, Smt. Droupadi Murmu conferred Swachh Survekshan awards 2023 at Bharat Mandapam, New Delhi hosted by the Ministry of Housing and Urban Affairs (MoHUA). 13 awardees received felicitations under categories of Clean Cities, Cleanest Cantonment, SafaiMitra Suraksha, Ganga Towns and Best Performing State were given away. This year the cleanest city award showcased joint winners. Port city Surat bagged the top honours, alongside Indore, who had conquered the top spot alone for 6 consecutive years.
The stage is set for the most eagerly awaited results for the 8th edition of the world's largest urban cleanliness survey, unveiling the cleanest cities of urban India. President of India, Smt. Droupadi Murmu, will bestow honors upon the winners of SwachhSurvekshan, in a national event organized by the Ministry of Housing and Urban Affairs at Bharat Mandapam on 11th Jan., 2024.
Citizens, ULBs, SHG groups and States are actively participating in the Clean Toilets Campaign, not only by raising awareness on the significance of clean toilets but also by taking practical steps to ensure there cleanliness and maintenance.

In commemoration of World Toilet Day 2023, the Ministry of Housing & Urban Affairs (MoHUA) initiated the Clean Toilets Campaign, which will run from November 19th to December 25th, 2023. With an aim to prioritize and accelerate effective operation and sustainable future of public and community toilets, the campaign is marked by a 5-week long initiative to clean and maintain all public and community toilets.
No initiative encapsulates the growth of India as well as the Swachhata movement. Only 37% of India was Open Defecation Free (ODF) in 2014. By 2019, we had achieved near saturation through a record construction of toilets", said Shri Hardeep Singh Puri, Minister of Housing & Urban Affairs and Petroleum & Natural Gas.
Chief Minister, Maharashtra, Shri Eknath Shinde and Minister of Housing & Urban Affairs, Shri Hardeep Singh Puri, took a joint meeting to discuss outstanding issues pertaining to Solid Waste Management. Chief Secretary, Maharashtra, Municipal Commissioner, Municipal Corporation of Greater Mumbai, Secretary, MoHUA, and other senior officials also attended the meeting virtually.
Sanitation is fundamental to healthy urban environment. Rapid urbanization does pose significant challenges when it comes to providing safe and effective sanitation services. With focus on tackling sanitation crisis, to spread awareness on the importance of toilets and rid the nation of open defecation, l Prime Minster, Shri Narendra Modi made a clarion call for Swachh Bharat.
Diwali is round the corner and households are abuzz with festive cheer. Swachhata takes centrestage in every home as citizens get busy in cleanliness activities before Diwali. During Diwali, cleanliness is not just limited to homes. The entire community comes together to ensure that the streets, markets, and neighborhoods are clean to ring in the festivities.
This mega cleanliness drive has seen participation from all States & UTs, villages and cities. The aggregates indicate the participation of nearly 8.75 crore people participation in over 9 lakh sites. Cleanliness drives were taken up on streets, highways and toll plazas railway tracks & stations, toll plazas, health institutions, anganwadi centres, heritage and tourist locations, residential colonies, water bodies, places of worship, slums, market areas, airports and surrounding areas, zoos and wildlife areas, gaushalas etc.
The minister led the cleanliness drive at Princess Park on Copernicus Marg, New Delhi. Sanitation workers, students, residents of the area along with senior officials from Ministry of Housing & Urban Affairs joined the drive.
Swachhata Pakhwada - Swachhata Hi Seva 2023 is being organised between 15th September and 2nd October-the day observed as the Swachh Bharat Diwas (SBD) on Mahatma Gandhi’s Jayanti. ISL, SafaiMitra Suraksha Shivir & Swachhata Diwas are the campaigns under the Swachhata Pakhwada.
SHS-2023 was launched by Minister of Jal Shakti Shri Gajendra Singh Shekhawat, Minister of Housing & Urban Affairs Shri Hardeep Singh Puri and Minister of Rural Development & Panchayati Raj Shri Giriraj Singh in the presence of Shri Kaushal Kishore, Minister of State for Housing & Urban Affairs, Smt. Vini Mahajan, Secretary, Drinking Water and Sanitation Department and Sh. Manoj Joshi, Secretary Ministry of Housing & Urban Affairs through a virtual programme.
Ministry of Housing and Urban Affairs (MoHUA) organized a day long Review-cum-Workshop to evaluate and accelerate the scale of planning and implementation of Swachh Bharat Mission Urban 2.0 across the country. Principal Secretaries Urban Development & Municipal Administration from 35 States/UTs, Commissioners of Municipal Corporations of 9 Megapolis, State Mission Directors, sector partners, development partners of MoHUA and others were in attendance.
A new third quarter for Swachh Survekshan 2023 was introduced this year and the States/ cities geared up for the survey enhancing their activities and level of preparedness. Avoiding the acute heat wave conditions across the nation in the last two months, the fourth quarter is now being launched from 1 July, 2023.
Cities have owned up the key messages of the campaign and so far over 15,000 RRR Centres have been established and still counting. Over 20 lakh citizens have participated actively, voluntarily donating their unused items, old books, clothes, shoes, toys, etc. These items are to be refurbished by the cities for recycle and/or reuse. Till date cities have collected 188 tons of plastic, 315 tons of cloth and around 200,000 old books.
7000 RRR Centres have been launched across the country so far, as lakhs of citizens participate in mega collection drives to deposit old, unused goods. From door-to-door collection with RRR on wheels to creatively setting up an RRR Centre with recycled goods, from innovative methods to disseminate information on RRR Centres to brand ambassadors participating in collection drives, the cities have ramped up their RRR initiatives. The newly opened RRR Centres in Agra, Rewa, Indore are not just attracting enthusiastic crowd eager to deposit unused goods, old books, shoes, clothes toys, but are also capturing the essence of janandolan.
The 3R’s form the backbone of ‘Waste to Wealth’ and has empowered many craftsmen, recyclers, Self Help Groups, entrepreneurs, startups, etc. to recycle waste into a host of products. Hon’ble Prime Minister Shri Narendra Modi’s Mission LiFE (Lifestyle for Environment) further encourages individual and collective action towards the same. Mission LiFE aims to protect and preserve the environment and bring about a pro-planet behavioural change that can be instilled through individual action in day-to-day life.
Under the ambit of SBM 2.0, the thrust on sustainable solid waste management has been strengthened with the overall vision of creating garbage-free cities. The MoU between MoHUA and RITES will enable states / ULBs to implement the mission initiatives efficiently providing safe and sustainable sanitation access universally, through safe containment, collection and transportation, treatment, and reuse for greater public health impact.
Swachh Bharat Mission is very close to the Hon’ble PM’s heart and it has often found a special mention in Mann Ki Baat episodes. Whether it was the YuvaSwachhta Evam Janseva Samiti or the Youth for Parivartan, whether it was Kamala Moharana from Kendrapada or Manoj Bainjwal from Rudra Prayag, no contribution has gone unheard.
SBM-U 2.0 launched the flagship newsletter Swachh Vaarta. This bi-monthly newsletter envisages to keep all citizens updated on the activities and events being undertaken by the Mission. It aims to showcase the journey of the garbage-free cities.
Each Mashaal March called for behavioral change in Swachhata. Swachh Mashaal March rallies held on 29th, 30th and 31st March 2023, witnessed lakhs of Swachhata women warriors across 3000 plus cities and towns across the country to scale up the fight against garbage and make India Garbage Free. The journey of these women from all corners of the country in transforming the urban landscape is inspirational.
Ongoing Swachhotsav 2023 campaign, the Mission is set to mobilize citizens from over 2,800 cities as part of the ‘Swachh Mashaal March’. The Mashaal March will facilitate ward mobilization in nearly 3,000 cities from 28th- 31st March and will be led by women changemakers, SHG members, social influencers, as well as political representatives.
This has been enhanced substantially in the last 8 years, and presently, designed input capacity of functional waste to energy and waste to compost plants is approx.1 lakh TPD (incl. C&D waste processing plants). He was addressing the Members of the Consultative Committee attached to the Ministry of Housing & Urban Affairs here last evening.
The ‘Women-led Swachhotsav’, where citizens will rally for Garbage-Free Cities on 29, 30, 31st March, 2023. This will be followed by cleanliness drives at public places, open plots, water bodies, railway tracks, public toilets in every ward of a participating Urban Local Bodies (ULB). Over 2000 cities have already joined hands for the Mashaal march.
To highlight the impact of women in sanitation and waste management, the Union Minister for Housing and Urban Affairs, Shri Hardeep Singh Puri announced the ‘Women Icons Leading Swachhata’ (WINS) Awards 2023 on 7th March 2023, on the eve of International Women’s Day.
Women can help drive the change. They have been the flag-bearers of swachhata since time immemorial, not just in their homes but in society at large. In the run up to the Women’s Day on 8th March, Union Minister Shri Hardeep Singh Puri launched Swachhotsav, 3-week women-led swachhata campaign, under the Swachh Bharat Mission Urban 2.0. The campaign aims to recognize and celebrate the transition from women in sanitation to women-led sanitation.
The thrust on sustainable solid waste management has been strengthened under the ambit of Swachh Bharat Mission-Urban 2.0, with the overall vision of creating garbage-free cities. Focusing on this objective, MoHUA has decided to set up large-scale solid waste processing facilities in million plus cities.
The recently launched Toilets 2.0 Campaign focuses on the thematic areas of 1. People for Toilets 2. Partners for Toilets 3. DesignToilets 4. Rate your Toilets 5. My Thoughts – Our Toilets. The campaign is witnessing the large-scale mobilization of citizens, NGOs, private sector by Urban Local Bodies to refurbish public and community toilets.The six-week long campaign aims to make toilets functional, usable, and aesthetic.
The World Toilet Day Event was preceded by three days of intensive capacity development workshops. The Ministry of Housing and Urban Affairs (MoHUA) in collaboration with knowledge partner WASH Institute conducted the 3-day capacity building workshop, between 16th to 18th Nov 2022 at Bengaluru, Karnataka to equip States to facilitate integrated management of used water in a time bound manner.
The campaign titled “Swachhatake Do Rang” (two colours of cleanliness), with “Hara Geela Sookha Neela” (green bin for wet waste and blue bin for dry waste) as the campaign’s call to action, stressed on minimum two-bin segregation at source. Driven by Swachh Bharat Mission, over 3500 urban local bodies (ULBs) across 32 states and Union Territories reached out to schools, communities, going door to door and mobilizing households with on-ground awareness programs on source segregation.
Cleanliness campaign across all offices across the country is the most important part of the campaign. It is another step forward to institutionalize ‘Swachhta’ as an integral part of our life and make it a truly ‘Jan Andolan’. Around 300 offices across the country are enthusiastically participating in the Swachhta Campaign.
Urban Local Bodies are being encouraged to organize public outreach activities to garner the attention of the residents to promote the practice of segregation. The core activities include - door-to-door messaging with support from NGOs, SHGs, schools, colleges, youth organizations, RWAs, other civil societies, volunteers, etc demonstrating proper segregation covering all wards.
The spirit of celebration was further enhanced through the release of an audio-visual song and documentary, by the President, capturing the journey of SBM till date and the road ahead. The theme of the audio-visual song was 'Garv', reiterating the pride in the goals attained so far and pride in finishing the unfinished too, and featured various celebrity ambassadors of the Mission such as P V Sindhu and Mithali Raj.
The Tech exhibition showcasing best-in-class models in waste management from across the country will also be a part of the Samvad. Around 35 technology providers will demonstrate cutting edge technology in waste management. Working models will be on display on various aspects of solid waste management/sanitation such as IT and GIS based applications, used water management, packaging options and 3Rs(Reduce-Recycle-Reuse), processing of municipal solid waste, mobile and portable units, construction and demolition waste and remediation measures.
The Swachh Toycathon is a national competition for individuals and groups. It is based on three broad themes (i) FUN & LEARN that seeks ideas for design and early prototype of toys from waste at home, workplace and surroundings, (ii) USE & ENJOY that seeks ideas for design and models of games and play in the park/open spaces made from waste and (iii) NEW & OLD that seeks ideas/solutions/working models for circularity in toy industry.
On 20th September 2022, MoHUA will be felicitating these 30 startups at a conclave to be held at the Ambedkar International Centre in New Delhi. The day-long conclave will also be a platform to provide startups with a treasure trove of experience, knowledge and learnings which would help them to navigate their way in this sector and successfully take their solutions to scale. As part of the day’s deliberations, some Urban Local Bodies will be engaging in ‘reverse pitches’ to highlight specific ground level challenges, in a bid to motivate startups to work on finding innovative solutions to the challenges.
The award ceremony to felicitate winners of the challenge is scheduled to be held tomorrow on 20th Sept. 2022, at Dr. Ambedkar International Centre, New Delhi. The award event ‘Swachhata Startup Conclave’ will be a daylong event and various activities are planned, including reverse pitch by Municipal Corporations to Startups, discussion on policy initiatives for promoting Startups for Garbage Free Cities, sharing of success stories by entrepreneurs & founders of Unicorns, and the award ceremony in the concluding session to felicitate the winning startups.
Youth teams in Bhopal, Madhya Pradesh and Chandigarh spread the message of source segregation in the most unique manner. Nearly 5,000 young students of Team Bemisaal Bhopal formed a human chain to showcase the six-bin system for improved waste management, while more than 2,000 students of Team Chandigarh Challengers came forward to showcase four bins.
In line with the Prime Minister’s vision of harnessing youth energy for positive action, Union Minister has announced the opening of the first ever ‘Indian Swachhata League’, an inter-city competition to take place between the youth of the cities on the 17th of Sept. 2022. For the maiden edition of ISL, more than 1,850 city teams from across the country have officially registered to compete.
